A much better version than my first PWM modulator. Change the percentages of on and off with the potentiometer. If you need to use a higher frequency, change the capacitor's capacitance.

One point though - the components in the simulator have 0% tolerance. If you want a real life version of this the chances are your PWM won't go fully on or fully off (or both) as the resistors on each leg of the variable resistor won't be exactly as specified. Use slightly smaller values - it'll "shrink" the useful area of travel on the variable resistor though. Play with the values on the simulator to see the real world effects.
