Wow. I noticed the voltage on your blue line was a little funky, let it run for a few minutes, then stopped it when it got to 1kV. What are you going to do with a 1kV clock signal? Also, you have a potentiometer tied directly to ground and nothing else. So all it does is pull down the non-inverting input of the op amp to 0V. With the inverting input at 0V, and the non-inverting input always positive and climbing, the output will remain at max + (10V). What Good does that do?

Also, look how much voltage is at the base of the bottom NPN.

None what i see (on my tablet) also my pc +/-10v stays 1 minute no errors. After some minutes negative pole drop -8volts and after second stays on -10v between 2hz to 900hz http://dox.bg/files/dw?a=db312ccfdf

You have to shake your device to introduce noise to get the astable multivibrator working. Try that and see your voltages go crazy.

That's how you inject noise in EC, by shaking your device. It will literally say, "injecting noise" at the bottom of the screen. A properly working astable multivibrator will have alternately charging and discharging capacitors. Just go search for astable multivibrators on here, there are dozens and dozens of examples. Don't get mad at me because you publicly posted a garbage circuit that's only good for destroying transistors. I mean look, you say it's an oscillator, and it is, but until you inject noise, the output is a steady 10V. If you have a steady voltage from something that's supposed to be oscillating, that should be your first clue that something is wrong.
