Replaced potentiometer with matching 1k ohm resistor and brought supply voltage down to 5V from 9V

Your circuit works fine. The potentiometer needs all the points connected to work correctly. Increase the speed of the simulator to 1s/s for a more realistic view. You may increase the capacitor to 47uf. In this app leds are configured at 2V and 20ma. The current limiting resistor is...9v-2v=7v÷20ma=350ohms. In real life every led is different based on color, size, application, etc...
