If you leave the switch closed the red led cycles off and the green comes on. That is kind of a multivibrator of one cycle. Search for "latch" circuits for ideas on what you might be building. Also the input is too low to light the leds properly. They light better at 20 ma and 2 volts so try 9 v input and scope the led.
