Not really a regulator... If you take the dc power supplies out it does nothing. Take out the dc power supplies, remove the ground at the bottom of the circuit, connect the secondary transformer return to the primary ground, up the voltage, and change the ratio of the transformer. Then you will atleast have a full wave bridge rectifier. Then you can work on making a regulator.
