This circuit let's you look at a Shunt operating at a voltage greater than the supply voltage to the OP-amp. 
Update: Discovered that circuit is Ultra sensitive to change in resistance of the 47 K resistors added 2-100 Ohm resistors in series so that you can make 0.1 Ohm  changes, just to see how much it affects the circuit. This clearly shows that the 4-47 K resistors have to be of the low drift type 50 PPM or less.
