I have a little battery tester, that this reminds me of. It too has 3 leds. I love my little tester because after measuring what does, i am convinced that it operates the way i think it should. (Voltage vs current draw are appropriate for measuring a single cell. The one thing about it is that its lowest sense is about 1/2 volt. Yet it lights the lowest led indicator to full brilliance. It could be using a buck boost circuit but I don't wish to break it open to find out. Ya know... If it ain't broken, don't fix it? So the mystery plagues me. Sorry avaldebe... I went off on a tangent.

I rescued this little circuit from a broken screwdriver found in the recycle bin. I measured the voltage drop across each LED under different input voltages, and then tweaked the LED parameters until the simulation behaved like the actual circuit.
