By 100% efficiency, Power input is equal to Power out. You specified Power out which is 9A*60V=540Watt. Pin=2V*InputCurrent. 540Watt=2V*I solved for InputCurrent "I" its 540Watt/2V=270A!!! So even if you manage to build a converter with 100% efficiency, you have to handle extreme high input current. Hope this helps.

Just consider this thing. What source can get you a sustained 2V at 270A?. That's virtually impossible. Even if you manage to find such a battery imagine how fast would it drain at such high current requirements. I suggest you look somewhere else for your solution. Worst case is if you use a step down linear regulator.
