The 750 resistor sets the In Current, there's a negative offset from a -15V source that change the current from 4-20mA to 0-16mA.
If you adjust the two 4.7k to 1k you'll get 2.95V  which is useful for microcontrollers that have that nominal voltage at their ADCs.
