In this circuit what you are saying is correct, in most of the present industrial motors the windings are Delta connected and the newer circuits use VFDs, VSDs or Soft Starters to start them. One of the older methods was to use Star Delta tranformer starters to limit the start current as you have stated. There were many forms of limiting the starting current, but the modern electronic methods are now preferred and when working, require less maintenance.

Clearly Now power Electronics is mostly used but it is not unusual to meet yet star delta commutators in older plants for wich no further investments are in view to be made.
