Lamp rating: 3.5V, and 500mW. Using P=VI, so I=P/V =0.5/3.5 so I =142mA. Voltage across R is 15-3.5 = 11.5V So Using R=V/I then R =11.5/142mA  So R=81Ohms

Yes, but only if you run the bulb at full power. As is the bulb is dissipating less than 500mw. The 500 mw is the mx. Capability of the bulb,. Ha?!

If you set the bulb to 3.5V, as you said its rating is, your calculation turns out to be correct!
