The pot 200R is in contact with the cap controlling the length of +Duty Cycle at the output. The other pot is to control the voltage level (high or lower) independence of the type of the IC you use (4000 or 7000 family)and response to setup properly to the threshold voltage need.The input must be 100khz and Dutty cycle + 70-80% otherwise this circuit is impossible to work.
