Not an oscillator. Not yet. An oscillator of any kind needs an active device (transistor) to replenish the losses in the Tank circuit. That's what it is. An LC tank circuit or otherwise said an LC filter. Without the active device the losses in the components makes the signal to fade after a while into nothing.
