This time, take CFS serious the cap is much to big, unrealistic big for such a small load of 30mW.

Cap is still much to big. I calculated for a voltage ripple of less then 10% a capacitance of 190uF! A filament bulb actually wont need any extra filter cap to glow constant. And 400Hz as you have is even with a LED invisible flickering. If you are interested how to calc the ripple let me know.
