It's an astable multivibrator, with an additional segment- It'll run most any LED. This one isn't doing so well though- it's real jumpy when firing those LEDs and scope is... well not looking the way it should. I can tell ya the base resistor and cap are a wee bit out of proportion- you might find a different combo to get better results..

Pfft... @Sine_eyed likes his multivibrators to have a pretty square wave. I myself, prefer having seizure inducing lights around the house. It spices things up a little.
