Problems with the NOR gate

When the NOR gate receives two high inputs, it should turn off. Here it doesn't. But if I turn one of the inputs to low, then I get an output of high. Please help?

You need pull down resistors on the input to keep the pin from "floating" where ever it wants. http://everycircuit.com/circuit/6168667892219904

And you’ve stated a wrong assumption. It should turn off with *any* high inputs. It almost sounds like you’re expecting an XOR gate.
