This is a proper flasher. The 555 out put can source and sink a current. The discharge pin is for discharging the capacitor. It is not to be used to sink a current.

Besides above, timing resistors should be > than 1k and at any frequency above 25 Hertz the leds will appear to be permanently on. See http://everycircuit.com/circuiptl/4749426729680896p
