I am surprised to see that the counter is responding to the changes at the input, since the voltage variations are not in volts but maybe microvolts, has to be a bug.

Exact 2.5V is the logic boundary between high and low level. This is how the counter input is modeled. 2.5V+1 nV is high and minus 1 nano volt is low. An inverter with a resistor as feedback make 2.5V plus some cap at input to ground produce nice numerical noise around 2.5V and looks true random, but numerical noise is not true random.
