This is an EMF backflow system using a current source with capacitor smoothers through diode gates (one reverse biased to ensure current trap), magnetic locked motors and a capacitor bank with resistance as a false ground to ensure stable feedback loop behavior. Using the lamp as visual feedback. 
The ocilloscope's display screen shows the capacitor discharge pattern and voltage climb rate. The switch by the false ground is the failsafe killswitch.

It's current configuration gives it a peak power turnover ratio of 1 GV of output per 1mA of input.

The Blue/Green changing star burst pattern is showing the capacitors discharge pattern and the Orange pattern is showing the voltage climb rate in the display screen which stops climbing at 2GV at its current setting.
