Less than 12 volts negative; voltage drop from diodes? Not my circuit, but I built it and it works. I actually ended up with a bit less than -8 volts and just compensated on the positive side. Went a different way in the end, but thought it was an interesting project, non-the-less.

You need some resistance on the output to fight off all that capacitance reactance. If you slow the sim speed down you will see how the 555 bugs out. This is because the 555 cant function with such a high reactance.
