What is a SR NOR and SR NAND Latch and what do they do?

They are like memory cells. The S input sets a 1, and the R input resets the 1 to a 0. Q is the state that the latch holds, and Q with the bar is the opposite of Q. http://everycircuit.com/circuit/4558625574486016

The NOR latch takes a logic 1 as input, whereas a NAND takes a 0 as input.
