What Bushmills is saying is that you can save this circuit as ‘Private’, then we don’t have to see it. When the circuit is completed and working, or if you need help, then is the time to save it as ‘Public’. Thank you!

@victor, back to electronic. You test three voltages but the input voltage is to low. 230V mains is 325Vpeak, cuz 230V is given in RMS and EC does use peak for ac sources. The most imported voltage over both caps is missing here we go http://everycircuit.com/circuit/5147425370275840
