Hexadecimal to binary translator

This circuit converts a hexadecimal number into a binary number. To adjust the hexadecimal number press the NO button. The upper button adds to hexadecimal number and the lower button subtracts from the hexadecimal number.  The binary number is displayed at the bottom in a row of lights. If a light is on it stands for 1. If it is off it sands for 0.
