I don't know why there is a flicking voltage from 166v to 167v. Someone please explain

The oscilloscope automatically changes range so the full display area is used. What you see is the ripple on your rectified voltage (which sometimes you may wish to examine). If you also monitor the ground 0V reference point this will stop the oscilloscope doing this and the ripple will be much less obvious.

If you increase the capacitor value to 1000uF ripple will reduce.

I don't think there is a capacitor rated for that voltage and capacitance

Just Google 1000uF 200V.
