Why the need to limit current

You need a current limiting resistor in series with an LED at least whenever the supply voltage is higher than 2 volts, because the forward voltage drop of the LED is around 0.7 volts, after which the conductance increases rapidly, so that at a supply voltage of 2 volts the current is around 20 milliamps. If the supply voltage goes any higher than that, current will increase exponentially and blow up the diode.
