No, it converts 240 vdc to 95 vdc. The power supply is a dc power supply. If you flip the bottom diode the opposite way so current can flow the way it is supposed to you will see 239 volts dc across it. Look at my circuits if you have questions on how to make ac to dc converters(known as full wave or half wave rectifiers), and dc voltage regulators.
