The LED switches off when both logic level inputs are high. 

This is as simple as I was able to make one without googling. Any suggestions on how to make this simpler would be much appreciated! Unless 4 transistors is the minimum?

The simplest RTL NAND would use only two transistors. Check my page for an example of all four basic RTL logic gates..
