Doesn't delay for me. Without a resistor to slow the charge entering the capacitor, the delay is only a few milliseconds.

Just measured it. Around 250 nanoseconds, which is the same turn on time observed with no capacitor at all. Try placing a resistor immediately after the switch to slow the charge entering the capacitor.

Well, the problem in simple delay circuits is the long switch off period. This drives the load driver transistor into 'forbidden characteristic area'. Check out the ampere decay in your 200 Ohm resistor.
