Can anyone help me how to make stable voltage at output

The obvious choice is a zener diode. A bit more output capacitor and the choke needs revision. http://everycircuit.com/circuit/6402108124561408

Use a op amp with 5v source and ground send triangle wave in inv input and the power output of the circuit at the non-inv input it make a pwm signal then have that control your transistor

Change the variable resistor and that will change the output voltage and hold it there

Add load at end...if no energy is consumed it will only chrge and voltage increasing

Sorry for taking so long, for the best output, the coil needs to be smaller. The capacitor needs to be increased to hold some energy, and as Ridham says "Add a load at the end", to stabilize the energy being held by the capacitor. Once this is done the voltage can be regulated by the zener. This circuit does have a limited power out. (The wattage on the lamp has been raised)

The emitter uses 2.55 amperes. The transistor will not be too hot ? For 0.003 amperes at the lamp. Maybe you would want another ratio ?

@rayban02, right this is much to high driving current. Billy, right the frequency must be higher so the inductor must be lower while the cap must be increased to avoid ringing. And ringing means dampening, coming from load resistance or addition internal resistance. Cute
