Manufacturers recommend that R1 and R2 are greater than 1k. For equal time on either Led, R2 should be at least10 X larger than R1. If Leds are to be used on a flasher, the rate of flash should be less than 20 Hz otherwise the Led will appear to be on all the time. To have a circuit display how it would appear in real time the simulator should be set to the 1 second time base. http://everycircuit.com/circuit/5589487213346816

Billy is right on, I would add that a 10nF cap is recommended on pin 5 to ground if you build this. Also, this is astable, but a flip-flop is bistable. In other words it would retain a state until told otherwise.
