It s a joule theif but ı suppose this simulator is acting wierd. I can say ı saw this circuit in real life . How it works  and components etc. but here it is really difficult to get a simulation working properly. Or If ı had made a mistake here, please let me know and ı will change it by apologising here in the comment.

The LED must be in parallel to the transistor, not in series.
