Saturation region
The voltmeter voltage is controlled by the independent current source.
If the resistor is 15kohm, ammeter Ic != B*Ib. More precisely Vb > Ve (forward biased) and Vb > Vc (forward biased).
Vb = Ic * Rc
= 1mA * 15kohm
= 15V (>10V)
Vce = Vc - Vb
= 10V - 15V
= -5V (rejected)
Ic = V / R
= 10V / 15kohm
= 0.667mA
That's it, 10V input (independent voltage source) = 0V output (voltmeter) with Ic 0.667mA.
Notice:
1. Bad value: B = 100.
2. 139mV is very small voltage (=0V).
