Nothing cool about it, because if you turn your poti a standard rated LED will just blow. This is not the right way for dimming LEDs ... or whatever you had in mind.

40 volts will cause problems. Lower the voltage.

Also, even though the led doesnt blow, keep in mind: leds, logic gates, and op amps do not last long over 20 mA.
