Using a 555 timer to check transistors. Good transistor both LED 's will flash, add a short and only one LED will flash or none, have a play.

tested! Like the idea, tests for short circuits ok, misses short / open combinations. Take the transistor out altogether and it will give a good indication; http://everycircuit.com/circuit/6350622735728640
