A nice simple delayed off. Increase the capacitor to increase the delay. Turn the circuit on to charge the capacitor and then turn it off. The capacitor will continue to excite the base of the transistor allowing the current to flow between the collector and emmiter - until it is fully discharged. Then the leds will go off. Ps... why does current still flow once the capacitor is discharged? Anyone know??

It still flows due to leakage. Every component has a leakage factor, which is why its wise to use a pull down or pull up resistor when using certain components.
