This circuit CSN be used for a car or bike turning sinal. 
*Change the potentiometer to control the light of the LEDs;
*Change the capacitor of 100uF to control the speed of the light switch;

This is practicable if ground at case is positive. Because there will be only one wire to the lamps and this has to be active 12V, because most vehicles have 0V for ground. Keep it simple!

I see, now its a single wire connection. And ground is 0V. Now think about the LED array. Leds are not perfectly having exact 2V threshold, they vari a lot from production +-50mV and over temperatur and lifetime. Keep it up!
