Three problems. One, the transistor is not configured to have the low resistance needed to supply such high current. Two, it is not supplying the full 9V of voltage because it is an NPN and the way that it is configured. Three, I would recommend putting a small resistor (like 33ohms) at the base or make it a darlington configuration and give it a bigger resistor (like 3.3kOhms) to prevent the transistor from being destroyed by excess current through the base.
