This circuit looks same as the inverting amplifier , but this circuit is also can be viewed as v to I converter.
Consider the load resistor R (10k) , which is connected in feedback.
The current through the load is maintained 1mA irrespective of the value of load resistor until Vo reaches Vsat.
This circuit is also called as v to I converter , transconductance amplifier .
