You ve forgotten the led resistor it burns ...

It's burning out because of the enormous amount of base current being stuffed into that poor transistor (which is, of course, coming out of the emitter and into the ill-fated LED). Put a 2KΩ resistor between the op amp output and the transistor base.

430 ohm collector resistor, 36k base resistor.
