Latch S-R is a bistable circuit with two inverted outputs Q and "not" Q. 
Using two switches you are able to change the state of Q or reset it back to normal.

Keep in mind that as NOR gates are used for this, having both switches turned on will lead to malfunction thus each switch will be turned on for a bried period only.
