A simple circuit designed to limit the current on the load to 2A.

If load resistor fluctuates to a lower value (or tries to draw more current in other words), the current across it can rise up to 5+ Amps; thus, not a current limiter, right?

Nevermind, if you adjust potentiometer to around 900 Ohms, and keep load resistance at less than or equal to about 100mOhms, then it does a fairly good job of limiting the current to 2amps, but at the cost of a very low voltage.
