I could be wrong, I'm no expert by Abby streach of the imagination but I'll give it a shot. An inductor is an electro magnet that acts as a capacitor storing energy in the form of magnetic field. When power is initially applied it has no magnetic field so it is offering resistance. Electricity follows the path of least resistance which is the bulb. The inductor won't lower in resistance until amps of energy begin to pass through it so it stays in an almost idle state

It's my understanding the lower the amps that pass through an inductor the greater resistance and lower the capacitance. The higher the amps passing through the lower the resistance and the greater the capacitance. Charging and discharging dynamically. Fluctuating in resistance

It would have been more correct for me to have used current where I said amps
