This is a joule thief. I have used it to light up a neon bulb with an AA battery.

This is a circuit to light up a neon bulb with one AA battery. I built this circuit by hand, and it works. I can't seem to get the effect that a neon bulb has, but this is pretty close. Swap out the diode for a neon bulb and switch the power supply to a single AA battery. I discovered that a 2N4401 seems to work best through trial and error.

Can someone please explain why the led looks like it is on fire when it's first loaded?

You need a current limiting resistor to protect the led against spikes. With all the coils and capacitors probably a 100 ohm would work. LEDs in the app are configured at 2v and 20ma
