To be more precise. It’s a MOS (metal-oxide semiconductor) NAND universal gate. This is different from a CMOS (complementary metal-oxide semiconductor) NAND universal gate. For it to be complementary it has to include both p-channel MOSFETs and n-channel MOSFETs and consume no current while high or low. This clearly does not use p-channel MOSFETs and uses current while low.
