I think you can improve this circuit. 1. Cut GND from AC. 2. Connect GND to LAMP. 3. Cut Capacitor (after Resistor) 4. Connect Capacitor before Resistor. This circuit , the voltage becomes stable. l'm sorry , I can't use English well. :)

Your source has 110 vdc rms and 110 vac peak? What electrical utility service provides that voltage configuration?
