Why won't the bottom led set light up despite low number for restor and high voltage dc power and the led are in parallel  so  what's the issue.  Does  the sim  just not know wgat to do?

Be careful with the polarity of the Led! It's still a Diode which means it let's current just go one way. Reverse the power source and it all works. It's not the sims fault in most cases...

Also when playing with strange theoretical circuit values, expect strange things to happen.

You need to correctly adjust power source, and flip it
