Conventional bridge rectifier and capacitor power supply for main load represented by the 200 ohm resistor. Plus a negative auxiliary supply using two diodes and two capacitors. The load on the negative supply is represented by the 3k resistor. Note that there needs to be a load on the main supply or the auxiliary supply won't work. Can you figure out why?
