Critically Damped vs Underdamped vs Over Damped

Blue (top) is underdamped. As you can see, it overshoots. Green (middle) is critically damped. It is damped just enough so that it doesn’t overshoot, but still has a fast response. Orange (bottom) is over damped. It doesn’t overshoot because it is damped enough to prevent that, but it is so damped that it has an unnecessarily slow response.

Why do you have the inductors there? Why not just use a square wave and RC networks? What are the inductors doing, are they mandatory there, or just a modification?

This circuit is to display the difference between underdamped, critically damped, and over damped LC filters. Damping is not an issue with RC filters. You might want to use a critically damped LC filter if you don’t want overshoot but want better attenuation than an RC filter.
