Opening the input via switch 1 will cause a fixed width pulse on the blue led. (Pulse off). Pulse width depends on values of the variable resistor and the capacitor.
Changing the change-over switch will see continuous pulses of fixed width. I have seen this used as a rev counter circuit driving a moving coil meter.
