A RS FLIP-FLOP can be builded  in multiple forms.  Here is a example of this. You can, ¡¡ALWAYS!!  build a digital circuit using only NOR or only NAND. Of course,  mixing these two.

Remember that an RS FLIP - FLOP has a prohibited position. That is R= 1 and S=1.

To convert a NOR to a NAND or inverse,  it's necessary to use double negation technique. But you can  ¡NEVER!  change a NOR for a NAND directly or inverse...
